New York City Restaurants Seek Aid to Survive Coronavirus Outbreak


New York's elected officials are looking at legislative measures to limit the restaurant industry's financial struggles. Just like many other states, New York's government limited restaurants to takeout and delivery services in mid-March, but many in Manhattan opted to shut down completely for now until the restrictions are lifted.

Bar and restaurant owners have been vocal about their need for government help saying that they may not survive otherwise. City and state legislators have considered helping restaurants because they are aware that the city's economy and identity and their ability to attract and retain residents is due to its culinary scene. 

New York Assemblyman Robert Carroll is behind the bill that would require insurance companies to pay out business-interruption claims related to the pandemic. The insurance industry has stated that it can only cover what is clearly delineated in the policies. The New York Insurance Association President Ellen Melchionni said that it would be impossible for insurance companies to provide coverage for a crisis that has the scope and magnitude of COVID-19. 

There is a lot of discussion about what the bill asks for. Meanwhile, the city is considering other bills that would further help restaurants with their finances. For example, they are working on a bill that would waive and refund all fees related to sidewalk cafe licenses this year because of social distancing.
